TRIAL INDEPENDENCE
- PCM Youth turned 18 while in care.
- Youth left care and is no longer in paid placement.
(Foster Home, GRO, RTC,or SIL) - Youth does not wish toreturn to paid placement
(Foster Home, GRO, RTC,or SIL) - Court may extend jurisdiction (6 months, 1 year, up to 21 years of age ) with or without setting hearings.
- Can return to care until 21 years of age
- Transfer to PAL/TI
Extended Foster Care
- Youth turned 18 while in foster care and is remaining at paid placement they were in prior or going to new foster home, GRO or RTC.
- Youth left care after turning 18 and is placed into foster home, GRO or RTC Dependent on available placement and acceptance.
- Court extends jurisdiction and holds periodic court hearings during youth’s stay in extended care.
- Case remains in Permanency Program with PCM.
Extended Foster Care Supervised Independent Living (SIL) Program
- Youth turned 18 while in foster care and is moving to an approved Supervised Independent Living program that is PAID by 2INgage -College Dorm – Other SIL program.
- Youth left care at 18 and is returning and being placed into SIL approved program.
- Dependent on available placement and acceptance.
- Court extends jurisdiction and holds periodic court hearings during youth’s stay in extended care.
- Transfer to PAL/SIL PCM Youth.


Shelly King
My name is Shelly King. I have worked in child welfare for over a year and have previous experience in academic instruction. I have developed a deep appreciation for working with teenagers. I admire their confidence in expressing their opinions and their growing sense of self-awareness. By this stage, they have discovered their likes and dislikes, set meaningful goals, and begun mapping out their paths to success. I truly enjoy engaging in thoughtful conversations with them and supporting their growth into capable, independent individuals. Raul De Leon
My name is Raul De Leon. I earned my bachelor’s degree in human development & Family Sciences from the University of Texas at Austin, equipping me with a strong foundation in understanding and supporting individuals and families. My journey in child welfare began with my role in Permanency Case Management at 2Ingage, where I have been proud to contribute since October 2024. Though this is my first professional experience in the field, I am passionate about making a meaningful impact and committed to helping children and families navigate their paths toward stability and success. Josie Garcia
My name is Josie Garcia. I hold an Associate of Arts degree and have completed 95 credit hours toward my Bachelor’s in Social Work. As of September 15th, I will proudly celebrate 11 years in child welfare—six years with the State and five with 2INgage. I truly enjoy working with teenagers for their honesty and eagerness to learn; they appreciate authenticity, and I value the opportunity to connect with them in a real and meaningful way. Tim Bastress
My name is Tim Bastress I hold a Bachelor of Arts in Social Work from Stephen F. Austin State University and a Master of Divinity from BMA Seminary. Since beginning my career in child welfare in November 2022, I have gained 2.5 years of experience in the field. I am especially passionate about working with teenagers, as I appreciate their creativity, curiosity, and ability to think outside the box. They bring fresh challenges, advocate for change, and consistently inspire new perspectives. Meg Kentzell
My name is Meg Kentzell, I hold an associate’s degree in business administration and a bachelor’s degree in education, providing me with a strong foundation in both organizational and instructional leadership. My professional journey includes a year as an Adoption Specialist with DFPS, three years as a Courtesy Worker with 2INgage, and a year and a half as a Life Skills Trainer. I am deeply passionate about working with teenagers—they are insightful, eager to share their experiences, and at a pivotal stage of growth. I find immense joy in guiding them, fostering meaningful connections, and helping them realize their potential for a bright future. My professional experience in child welfare spans six months, though my involvement in the field has been a meaningful part of my life for many years.
